![]() News 09/11/09 - SCC appoints Goldsmith and Arterberry to Citizens’ Bond Oversight Committee FAIRFIELD, CA – September 11, 2009 – The Solano Community College District Governing Board, at their September 2nd meeting, approved the two-year appointment of Jack Goldsmith and Stan Arterberry to the Measure G Citizens’ Bond Oversight Committee (CBOC). Current CBOC members and their representation are Stan Arterberry, Business/Civic Organization; Jesse Branch, Foundation; Jim Conlow, Construction/Trade; Frank Crim, Construction/Trade; Bruce DuClair, Taxpayers' Association; Jack Goldsmith, Senior Citizen Organization; Melvin Jordan, Civic/Professional Organization; Carol Landry, Business Organization; and Lillian Nelson, Student Trustee. The Section 5.1 of the Membership of the Citizens' Bond Oversight Committee Bylaws states that “every effort will be made to maintain broad geographic representation of the district.” The two seats were previously filled by members from Vallejo. In order to keep broad geographic representation, the governing board subcommittee recommended appointment of Goldsmith and Stan Arterberry, both from Vallejo. Dr. Goldsmith holds a Ph.D. in Political Science and is retired from teaching at California State University, Bakersfield where he was a professor of Public Policy and Administration as well as serving as Department Chair and MPA Director. Dr. Goldsmith has also worked for the U.S. Administration on Aging, Washington, D.C. For Vallejo he is currently serving on the Vallejo Commission on Aging and is a member of Florence Douglas Senior Center. Dr. Goldsmith was also active in his community in Bakersfield serving on the Parks and Recreation Committee and the Mental Health Board among others. Mr. Arterberry is currently President, CEO of Arterberry & Associates Education Consultants which is an educational firm providing services to educational institutions such as executive searches, strategic planning, and training. Mr. Arterberry has extensive administrative experience having served as Chancellor of the West Valley-Mission Community College District from 2002 to 2008, Superintendent-President of Solano Community College from 1994 to 2002 and President of Merritt College from 1993 to 1994 as well as other positions. Mr. Arterberry has a total of more than 35 years of experience in higher education with the last 20 years as a California Community College CEO. While at West Valley-Mission, the District passed a bond worth $235 Million and he was responsible for establishing the Bond Oversight Committee. Mr. Arterberry also is actively involved in statewide and community professional organizations such as Workforce Investment Board, Solano County, Fairfield Blue Ribbon Tax Committee, Vacaville Select Committee on City and School Relations, Vallejo Economic Visioning Committee, Vallejo and Vacaville Chamber of Commerce Education Committees, and the American Red Cross to name a few. The CBOC is an independent citizens’ committee comprised of nine members, which meets quarterly to review specific elements of projects funded through Measure G, including the construction of new college buildings and the remodeling of existing facilities. The CBOC is charged with reviewing the expenditures from the bond funds to ensure they meet the Proposition 39 limitations and the language of Measure G.
