Applying for Education Benefits

First time applying for Education Benefits
Step 1: Complete VA Application for Educational Benefits
- Chapter 30, 32, 1606 & 1607 (Prior Active Duty & Reservists) Application for Benefits VA Form 22-1990 or Apply Online
- Chapter 35 (Dependents Educational Assistance) Application for Benefits
VA Form 22-5490 and Cal Vet Fee Waiver
Step 2: Submit the following information to the Office of Veterans Affairs on campus
- Chapter 30, 32, 1606 & 1607:
- Application for Benefits or Signature Page of the Online Application
- DD 214 Member 4 (Chapters 30, 32 & 1607) (1607 student can also bring in Certificate of Release or proof of discharge from Active Duty in lieu of the DD 214 Member 4)
- Notice of Eligibility (Chapter 1606 only)
- Kicker information with proof of payment into program (if applicable)
- Completed Request for Evaluation of Military Credit
- Transcript and Student Obligation Form
- Advance Payment Request Form (Must be submitted 30 days prior to the semester starting.)
- Enrollment Status Form when officially enrolled in SCC Courses
- Chapter 35
- Application for Benefits & Cal Vet Fee Waiver Application
- Transcript and Student Obligation Form
- Advance Payment Request Form (Must be submitted 30 days prior to the semester starting.)
- Enrollment Status Form when officially enrolled in SCC Courses
Previously used Education Benefits
Previously used education benefits either at Solano Community College and/or another school, please do the following & turn forms into the Office of Veteran Affairs on campus:
- Chapter 30, 32, 1606 & 1607:
- Complete the form Change of Program or Place of Training VA Form 22-1995
- Completed Request for Evaluation of Military Credit (only fill out if you have never attending Solano Community College)
- Transcript and Student Obligation Form (only fill out if you have never attending Solano Community College or if you have attending a different college after attending Solano Community College)
- Advance Payment Request Form (Must be submitted 30 days prior to the semester starting.)
- Enrollment Status Form when officially enrolled in SCC Courses
- Chapter 35
- Complete the form Change of Place of Training for Dependents VA Form 22-5495
- Transcript and Student Obligation Form (only fill out if you have never attending Solano Community College or if you have attending a different college after attending Solano Community College)
- Advance Payment Request Form (Must be submitted 30 days prior to the semester starting.)
- Enrollment Status Form when officially enrolled in SCC Courses
Chapter 31 Vocational Rehabilitation Students:
Step 1: Applying for Vocational Rehabilitation
- Complete Application for Educational Benefits VA Form 28-8832
- Submit Application to:

- Regional Office will contact you for an appointment to establish eligibility and create an Education Goal (This processes can take up to 90 days) **This is processes is required in order for the student to be able to use Chapter 31 Education Benefits**
Step 2: Meet with Solano Community College VA Counselor
- Contact our office to make an appointment with the VA Counselor to set up an Education Plan based on the Education Goal the Vocational Rehabilitation (Voc Rehab) Counselor has designed
- Ask your VA Voc Rehab Counselor to submit your Vocational Rehabilitation Authorization (VA Form 28-1905) to our office prior to your appointment date
- Bring all important paperwork regarding your approval for Chapter 31
Guest Students:
- Submit a Parent School Letter from the Certifying Official form your current school.
- Register for your courses with SCC
- Complete Enrollment Status Form when officially enrolled in SCC Courses to the Office of Veteran Affairs
