Mr. Cloutier is a graduate of Brown University and a former staff

member to Sen. Clairborne Pell. He is presently a partner in the

law firm of Wotman and Cloutier, which specializes in discrimination

and civil rights lawsuits. He is also a member of the Vallejo City Council.

The Ethnic Studies Program, Dave Pyle, Jean Baxter, and the Associated
