Federal Family Education Loan
Program Procedures
The following are the specific eligibility requirements: 1. All loan applicants must be meeting Satisfactory Academic Progress listed earlier.
2. All students must have a valid 2004/2005 Financial Aid application recorded with the SCC Office of Financial Aid. NOTE: If your record was marked with an asterisk (*) and as a result became part of the U.S. Department of Education's Verification process, all required documents must have been submitted to the Solano Community College Office of Financial Aid for review and for final clearance before the certification of loan will be allowed. The exception to this is that students requesting early loan consideration must have met the March 2nd financial aid deadline. 3. According to U.S. Department of Education guidelines, first-time enrolled students cannot receive loan benefits prior to 30 days into the semester. 4. Students attending Solano College for only one semester must be paid in two equal installments during the semester according to U.S. Department of Education requirements. In no case may the second payment be earlier than the mid-point of the semester. 5. According to U.S. Department of Education ruling, students attending only one semester must be paid on a prorated basis which could result in significantly less loan eligibility amounts than the potential maximum allowed for a full academic year. 6. All first-time borrowers are required to receive a Loan Entrance Counseling orientation. While orientation may be done in-person or in group sessions, it can also be done by going online to www.edfund.org (then clicking on the EdTe$t icon). Computers are available in the SCC Library. It is not necessary to bring the printed Proof of Completion form to the Office of Financial Aid. Completion will be electronically reported to us by EdFund. 7. Loan borrowing is based on eligible program of study and according to program length. Therefore, each borrower is asked for anticipated completion date. This date is then put into the computer by each lender and by the state guaranteed agency for the planned date to start repayment. The most accurate way of knowing the completion date is by having a comprehensive Individual Education Plan (IEP) developed in partnership with a counselor. We will begin using the date the borrower gives us on the Loan Request Form. 8. All students must be continually enrolled in at least half-time status in order to apply and receive loan funds. 9. All borrowers completing their program within the academic year are required to attend an Exit Interview Workshop. Public Law 102-26 grants the Dean of Financial Aid at Solano College the authority to refuse to certify approval of a loan. As such, failure to complete the requirements could result in the delay of loan approval or result in denial of loan borrowing at SCC. |
