LEGAL BASIS AND AUTHORITY 1005
POLICY:
The Governing Board derives its authority from the
California Education Code. The Board is subject to the
provisions of the Constitution of the State of California, the
California Education Code, the California Code of
Regulations (Title 5), the rules and regulations of the
California Community College Board of Governors, the
Solano Community College Governing Board’s own policies,
regulations and procedures, and the expressed will of the
electorate.
The governance of the District shall be conducted by the
Board. Board members have authority only when acting as a
Board in session. Neither the District nor the Board shall be
bound by any statement or action of any individual Board
member or District employee, except when such statement or
action is in pursuance of specific instruction of the Board.
