EMPLOYER-EMPLOYEE RELATIONS 2000
POLICY:
The Governing Board of the Solano Community College District believes that the development and operation of an educational program of the highest possible quality is the common goal of the Board, the Superintendent/President, and the academic, classified and management staff. The successful attainment of this goal requires an atmosphere of cooperation, mutual respect and good faith which bring together, in common purpose and in responsible democratic procedures, the Governing Board, the Superintendent/President, and the academic, classified, and management staff.
The Governing Board of the Solano Community College District is, by law, assigned and shall have reserved for it full responsibility for adopting policies governing the Solano Community College District. The authorities and responsibilities accorded this District under the laws of the state of California shall be recognized and observed.
The relationship between the Governing Board and employee associations shall be based upon the regulations of the California Government Code and the California Administrative Code, and the contracts negotiated with the associations.
Teaching is recognized as a professional service requiring specialized preparation and knowledge. Faculty have a responsibility for providing the best possible education and for assisting in the development of programs, practices and conditions for the accomplishment of this purpose.
The formulation, prior to adoption, of policies, programs and courses of action for the District as well as the implementation, after adoption, of such policies, programs and courses of action, are the joint responsibility of the Governing Board, the District management, and the academic and classified staff.
Nothing in these policies and procedures shall be construed to withhold from any individual employee the legal or ethical rights and privileges he/she may possess as an individual or as an individual employee.
These policies and procedures may be amended at any time by the Governing Board of this District.
