5-year Capital Construction Plans
Annual summary of current and proposed capital outlay projects that in reality covers seven years (past year, current and five future years) that is submitted to the State Chancellor's Office. February 1st is the usual deadline.

Accounting Systems Account Code
The process of implementing procedures where the district's accounting systems are compatible with the building program requirements resulting in consistency and accuracy in the most cost-effective manner.

California Community Colleges Facilities Planning Manual
A guide issued by the State Chancellor's Office for the capital outlay process for use by community colleges. It details the process requirements and has an appendix of forms that are typically used.

Cash Flow / Cost Loaded Schedule
A master schedule that has the individual project schedules segmented into major components such as design, bid and construction, and the appropriate costs designated to each segment. The individual costs are then totaled in time frames so the total committed and encumbered costs can be forecasted.

Citizen Bond Oversight Committee
A committee formed to inform the public concerning the expenditure of bond proceeds. Measure G passed in accordance with Proposition 39 requirements. The committee must include members of a senior citizen's organization, taxpayer organization and business organizations. Annual independent operational and financial audits must be conducted.

Communications Plan
A plan that typically includes procedures for addressing website information, community newsletters, construction notification, groundbreakings, grand openings, district meetings, community meetings, public relations and any other items that involve information dissemination.

Cost Control Report
A financial report that typically contains the project's original budget, expenditures, encumbrances, projected cost to complete and variances. Footnotes identify modifications. Individual cost control reports are then "rolled up" to a master budget so the financial status of the program is always current.

Division of State Architect
The state agency which reviews and approves all public community college projects in compliance with the California Building Code.

Facility Design Guidelines
Recommendations and requirements provided to the architects and engineers to cost-effectively coordinate material selection to promote standardization and use of quality materials to reduce long term maintenance cost without compromising good building design and quality construction.

Front-end Documents
The very important components of the contractor's bid documents that contain the notice to bidders, bonding or insurance requirements, contract, change order costing time limitations and much more. Typically, Divisions 0 and/or 1 of the specifications that contain the "rules" of how the facility will be constructed.

Final Project Proposal (FPP)
The FPP establishes the project justification, final scope and estimated costs for all acquisition, infrastructure, facility and systems projects. Due to the state no later than February 1st.

Group I - Fixed Equipment
Equipment that is securely attached to the facility, functions as part of the building, is real property rather than personal property and once installed, loses its identity as a separate unit.

Group II - Movable Equipment
Equipment that can be moved from one location to another without significantly changing the functioning of the facility.

Initial Project Proposal (IPP)
The IPP is an overview of each capital outlay proposal that is planned to become a Capital Outlay Budget Change Proposal (COBCP). IPP's are due no later than June 30.

Labor Compliance Program
In order to obtain state funds from Proposition 47 (Approved November, 2002) a district must meet requirements of AB 1506 that requires a Labor Compliance Program that ensures contractors and vendors are paying workers the prevailing wage rates. Measure G Bond Program does not include state funding.

Mobilization Task Force
A team of key members that immediately initiates meetings to establish goals, identify stakeholders, develop a responsibility matrix and identify a 90-day base outline.

Phasing Plan
A plan that incorporates information obtained from the stakeholders that identifies the most effective scheduling sequencing considering funding and budget implications with minimum disruption to the educational process.

Procedures Manual
The Solano County Community College program will require the completion of hundreds of planning, design and construction tasks. Approved procedures are incorporated in a manual to ensure consistency and quality of service. The manual also includes forms, criteria, lists, etc.

Program Implementation Plan (PIP)
The PIP is a detailed itinerary and road map for accomplishing program objectives. It describes where an organization wants to go and how it intends to get there. The Mobilization Task Force is heavily involved.

Prop. 39
On November 7, 2000, California voters reduced the voter approved threshold for general obligation bonds from two-thirds voter approval to 55%. The proposition also mandated listing the projects to be funded, independent performance audits, annual independent financial audits and formation of a citizens oversight committee.

Shared-use Facilities
A combination of two or more entities that jointly share the costs and operations of a facility, field or other endeavors that is mutually beneficial.

California Community College Chancillar's Office (CCCCO)
The state agency which approves all community college Site Acquisitions, and grants for construction projects, and approves need for expansion or new facilities.

Technology Plan
A written document that is the manifestation of a planning effort that focuses on improving all segments of instruction using technology, and the infrastructure and design criteria that is needed to effectively implement the plan.

Value Engineering
Value engineering is an organized and systematic approach to the comparison of alternative building systems for the purpose of identifying and deleting unnecessary costs and obtaining optimized life-cycle costs.
